The contents of your letters of February 14th, February 23r and April 12th on the subject of cable and telegraphic communi- cations in the Far East have been carefully considered in consultation with the General Post office and other departments interested in these matters, and I am directed by the Secretary of State for Foreign Affairs to inform you that the following steps have been taken in response to the requests contained in your letter of February 14th:
1. As regards the Tsingtao-Sasebo cable Sir R.Macleay ha a been instructed by telegraph to raise an objection against the con@lusion of any agreement by China with Japan before the conference at Shanghai with the Cable Companies which the Japane telegraph authorities had agreed to. His Majesty's Chargé d'Affaires at Tokyo has also been instructed to draw the attention of the Japanese Government to the fact that there are
British interests which must be safeguarded, and to point out that for this purpose the conference above referred to should
take place before any agreement is concluded by the Japanese telegraph authorities with the Chinese Telegraph administration.
Both at Tokyo and Peking the support of the Danish representative
is to be enlisted in the action taken.
2. His Majesty's representatives at Paking and Tokyo have
also been instructed to inform the Chinese and Japanese Govern-
ments that His Majesty's Government support the recommendations of
the telegraph experts as stated in the last paragraph of the
Washington/
